Why does the range go as high as 4× rent?

The high end assumes a larger deposit, professional movers, a full furniture set and higher utility deposits — costs that stack when moving to a nicer unit or a farther distance, not typical for every move.

Can the first month be lower than 2× rent?

Yes, especially with an existing furniture set, a DIY local move, and a landlord who waives or reduces the deposit — 2× is a reasonable floor, not a guaranteed minimum.

Should the first-month target include the security deposit twice?

No — count the deposit once. It's easy to double-count it if it's already folded into a general "moving costs" estimate elsewhere in your planning.
